probably have given rise to trouble. The headquarters of
the Society were kept under observation but it did not prove
necessary to take any further action. Had events turned
out otherwise, it would probably have been possible, by the
expulsion of individuals, to restrict its activities without
actually proscribing the Society.

On the other hand, it has been found possible by a
system of voluntary registration to secure the advantages of
the registration system without incurring its disadvantages.
Societies which come to the notice of the Secretary for
Chinese Affairs are, if he thinks fit, invited to supply him
with information regarding their objects and membership, and
no difficulty has been experienced hitherto in obtaining the
details desired..
12. I should therefore be reluctant to revert to the
system of compulsory registration which, however suited it may be to the circumstances of other Colonies, would be
fraught with difficulty and danger in a territory that is
geographically part of China.
